http://www.wikileaks.org/ has published an 88 Page "For official use" document outlining the current administration's plans to eaves-drop on VoIP calls. The doc, which is part of the CALEA Implementation Plan was published in January 03 and describes in detail the need for surveillance of phone calls made via data services like the Internet.

This report is titled - FBI Electronic Surveillance Needs for Carrier-Grade Voice over Packet (CGVoP) Service.
